Minister Couve praises approval of the Climate Change Framework Law

The Minister pointed out that the legislation, which is ready to be enacted, establishes the goal of carbon neutrality by 2050. It also incorporates the Science Ministry in the Council of Ministers for Sustainability and Climate Change and formalizes the Scientific Committee on Climate Change. 

The Senate has unanimously approved the Climate Change Framework Law and dispatched it to be enacted. The legislation will create a new legal framework to confront the challenges that climate change presents for the planet and move the country towards lowering its greenhouse gas emissions. 

At its core, the law establishes the goal of carbon neutrality and resilience for the year 2050. It also takes into account the principles of non-regression and progressivity, and incorporates the principles of an ecosystem approach, equity and climate justice, territoriality, transparency, and participation. 

Science, Technology, Knowledge and Innovation Minister Andrés Couve noted, “this law establishes an obligation, a commitment to achieve carbon neutrality by 2050. There is also a very active integration of the Science Ministry.” 

“First, the Science Ministry will join the Council of Ministers for Sustainability and Climate Change. Second, the Scientific Committee on Climate Change, chaired by the science minister, has been formalized. We have been able to put it into motion through COP25 and COP26, encouraging the scientific community to deliver public policy recommendations, in this case, to the Environment Ministry,” the Minister added. 

With its third constitutional process now completed, the Climate Change Framework Law has been sent to the executive branch to be signed and enacted.
