Ministry of Transportation and Communications

This ministry proposes national policy on transportation and telecommunications in accordance with government guidelines. It directs and controls implementation of that policy and is responsible for overseeing public and private companies that operate transportation and communication services and infrastructure in Chile. The ministry coordinates and promotes these activities while monitoring compliance with applicable laws, regulations and standards.

Gloria Hutt

TRANSPORTATION AND TELECOMMUNICATIONS MINISTER

Ms. Hutt holds a degree in Civil Engineering from the Pontificia Universidad Católica de Chile. She has completed the International Finance and Business Administration programs at Georgetown University. She has been a Professor for the Master’s in Public Policy program in the School of Economics and Business of the Universidad de Chile.

Since June 2014, she has been a partner of Quiz Consultores, specializing in transportation studies. She is a member of the board of directors of the Mejillones port facilities company Complejo Portuario Mejillones and consultant for the thinktank Consejo de Políticas de Infraestructura and the Studies Center of thinktank Horizontal. For 12 years, Ms. Hutt was a partner and Regional Director for Latin America at Steer Davies Gleave, a prestigious British consulting firm specializing in transportation. There she was in charge of operations in Chile, Colombia, and Puerto Rico, and later broadened her presence to Brazil and Mexico.

She was a founder member and also the coordinator and general manager for the Evópoli party. From 2010 to 2014 she acted as Transportation Undersecretary, where she coordinated the creation of the National Transportation Policy and development master plans for public transportation and national port and rail systems, proposing a long-term vision for Chilean transportation.

Ms. Hutt is married to Felipe Cossio and they have three children.

José Luis Domínguez

TRANSPORTATION UNDERSECRETARY

Mr. Domínguez has a Degree in Civil Engineering as well as a Degree in Sustainable Energy and Energy Industry Management from the Pontificia Universidad Católica de Chile. Since 2014, he has been the General Manager of Parque Don Arturo SpA, the company that developed the 200 MW Don Arturo wind farm in the Los Lagos Region. Since 1993, he has also been the General Manager and a shareholder of Inversiones El Delirio Ltda.

Previously he held positions in institutions in the transportation industry, such as President of Metro Regional de Valparaíso; Vice President of Metro S.A, Director of Empresa de los Ferrocarriles del Estado, Director of Trenes Metropolitanos S.A and President of Ferrocarril de Arica a La Paz, among others.

Mr. Domínguez is married and has three children.

Francisco Moreno

SUBSECRETARIO DE TELECOMUNICACIONES

Abogado de la Pontificia Universidad Católica de Chile y máster en Derecho de la Universidad de California en Berkeley (Estados Unidos).

El 9 de junio de 2021 fue nombrado por el Presidente Sebastián Piñera como subsecretario de Telecomunicaciones. Anteriormente, se desempeñó como subsecretario de Hacienda entre marzo de 2018 y noviembre de 2020.

Durante la primera administración del Mandatario (2010 – 2014), fue jefe de gabinete del ministro en el Ministerio de Planificación (hoy Ministerio de Desarrollo Social y Familia) y luego Coordinador Legislativo del Ministerio de Hacienda.

Su trayectoria incluye funciones como coordinador legislativo del Centro Latinoamericano de Políticas Económicas y Sociales de la Pontificia Universidad Católica (CLAPES UC), secretario general de la Asociación Nacional de Prensa (ANP), fiscal del Consejo de Ética de la Federación de Medios de Comunicación Social de Chile A.G., investigador de la Fundación Jaime Guzmán E., vicepresidente del Club Deportivo San Marcos de Arica S.A.D.P. y director del Programa Vecinal de Asistencia Jurídica de la Ilustre Municipalidad de Putre.

En su paso por la academia, incluye roles como profesor ayudante de la Facultad de Derecho de la Pontificia Universidad Católica de Chile y profesor instructor adjunto de la Facultad de Comunicaciones en la misma casa de estudios, además de profesor del Diplomado en Derecho Constitucional y Educación Ciudadana de la Universidad San Sebastián.
